Recently, Zilrae Umberthorn uncovered a coded warning hidden in a tax register. The clue connects the old arrests to a chamber beneath the city where a forgotten agreement is still being enforced. Now the trail has narrowed to one dangerous purpose: expose the bargain hidden beneath the city charter.
